Hamburg rolls out the LLMoin AI text assistant to about 40,000 city administration employees

The City of Hamburg and IT provider Dataport jointly developed LLMoin, an AI assistant for text and research work available through a secured web interface in the city intranet. After a trial with a cross-agency user group, a staged rollout began in December 2024 and reached all core-administration staff (about 40,000) within eleven months, accompanied by training. Functions include summarising content, drafting texts such as emails and searching documents. Lower Saxony, Bremen, Sachsen-Anhalt and Rhineland-Palatinate have decided to reuse it.
