Finnish ministries pilot generative AI on Finnish language models for legislative drafting and consultation statement summaries
Sitra funded two pilots with the Finnish Ministry of Transport and Communications, the Prime Minister's Office and the Ministry of Justice. One further trained Finnish language models (FinGPT, Poro) on legislative texts to support drafters, with a demo service by Futurice. The other produced draft summaries of consultation statements, with a demo service by SiloGen AI. Pilots ran January to June 2024.

Inspect the highlighted sourceThe challenge
The legislative drafting process generates a huge number of documents, scattered across different databases, which are very time-consuming for drafters to process and sift through.
The solution
Sitra funded two pilots with Finnish ministries based on Finnish language models. At the Ministry of Transport and Communications, Finnish language models (including FinGPT and Poro) were further trained with legislative texts and related materials to support drafters in mapping and screening material, with the demo service produced by Futurice Ltd. At the Prime Minister's Office and the Ministry of Justice, generative AI produced draft summaries of consultation statements, which are then finalised by the drafters, tested on data from completed consultation rounds so the AI-assisted summaries could be compared with human-generated ones; the demo service was provided by SiloGen AI Ltd.
Reported business value
The pilots produced pilot versions of a legislative support service (demo service) to be tested by lawmakers. The tools are intended to support the work of law drafters and to help increase the productivity of public sector work; the source reports no quantified results.
