White House Executive Order on Safe, Secure, and Trustworthy AI
Issued by President Biden on October 30, 2023, this Executive Order establishes new standards for AI safety and security, protects Americans' privacy, advances equity and civil rights, stands up for consumers, patients, and students, supports workers, promotes innovation and competition, advances American leadership abroad, and directs responsible and effective government use of AI. It requires developers of the most powerful AI systems to share safety test results and other critical information with the U.S. government, and directs NIST to set standards for red-team testing, DHS to apply those standards to critical infrastructure and establish an AI Safety and Security Board, and multiple agencies (Commerce, HHS, DOJ, State, OPM, and others) to issue guidance and take further action.
Who it applies to
Developers of foundation AI models that pose a serious risk to national security, national economic security, or national public health and safety (who must notify the federal government when training such models and share red-team safety test results); federal agencies including NIST, DHS, DOE, Department of Commerce, HHS, DOJ, and the State Department; federal contractors, landlords, and federal benefits programs; and more broadly American workers, consumers, patients, and students.
